Moving from Pittsburgh to Pensacola, FL

Pittsburgh buyers are usually told their tax exit is simpler than Philadelphia's. It is not simpler, it is differently shaped, and the shape is the useful part. Pennsylvania levies a flat personal income tax statewide, and on top of it your municipality and school district each levy a share of a local earned income tax keyed to where you live, so the number is specific to your address rather than to the city. The housing shift is equally specific: you are leaving the most vertical housing market in the eastern United States for one with no grade at all. Pensacola figures below are live from the MLS.

Flights, no nonstop

There is no scheduled nonstop service between Pittsburgh (PIT) and Pensacola International. Every itinerary connects, most commonly through Charlotte, Atlanta, or a Texas hub, and door to door runs most of a day each way.

Driving distance & time

Roughly 1,000 road miles, about 15 hours of driving, via I-79 and I-70 west to I-71 south, then I-65 through Nashville and Birmingham to I-10. Realistically two days, or one very long one. Approximate.

State individual income tax change

Pennsylvania levies a flat personal income tax on individuals; Florida levies none. Confirm the current Pennsylvania rate for your filing year with the Pennsylvania Department of Revenue.

Local earned income tax, keyed to your address, not to the city

Pittsburgh residents pay a local earned income tax made up of a City of Pittsburgh share and a School District of Pittsburgh share, and the city publishes a nonresident rate for work performed in the city; there is also a Local Services Tax. Outside the city limits, each Allegheny County municipality and school district sets its own combined rate, looked up by address through the state's PSD code and EIT rate tables. Florida has no comparable local earned-income tax at any level. Look up your own municipality rather than assuming a regional figure.

Insurance: the part that blindsides relocating buyers

This is where out-of-state budgets break, and it is entirely checkable before you commit. Below is how the two coverages actually work under Florida and federal law. What you will not find is a premium estimate: no honest public source supports one, and any site quoting you an "average Pensacola premium" is guessing. We order a real, bound quote on the specific house during your inspection period, while you can still walk away.

Windstorm

  • A Florida homeowners policy carries a SEPARATE hurricane deductible, calculated as a share of dwelling coverage rather than a flat dollar amount (Fla. Stat. § 627.701). It is not the same deductible that applies to a kitchen fire.
  • Discounts for documented windstorm mitigation are required by statute, not offered as a favor (Fla. Stat. § 627.0629). The documentation is a specific state form, the Uniform Mitigation Verification Inspection form, OIR-B1-1802. An undocumented well-built house gets quoted like an average one.
  • Roof age and condition drive Florida homeowners underwriting more than any other single feature, and roof coverage and deductible treatment are governed by statute (Fla. Stat. §§ 627.7011, 627.711). Ask for the roof permit history, not just the seller's recollection.
  • Citizens Property Insurance Corporation is the state-created insurer of last resort and has its own eligibility rules. Whether a specific house can be written in the private market or lands at Citizens sometimes shapes what is financeable.

Flood

  • Flood is a SEPARATE policy. It is not part of a homeowners policy and not an endorsement to it.
  • If the home sits in a FEMA Special Flood Hazard Area and the loan is federally backed, flood coverage is legally required (42 U.S.C. § 4012a). Outside an SFHA it is optional, and still frequently bought here.
  • Under NFIP Risk Rating 2.0, pricing reflects the property's own characteristics, distance to water, elevation, foundation, prior claims, not just the zone letter. Two neighbors can price very differently.
  • The elevation certificate is the document that moves the number. Get it during the inspection period, not after closing.
  • Look the address up yourself at the FEMA Flood Map Service Center before you fall in love with a house. Escambia and Santa Rosa counties both participate in the NFIP Community Rating System, and each county's CRS class is published by FEMA.

What the listing data can and cannot tell you

Each listing page on this site shows the year built and, where the MLS carries them, roof and construction materials, pulled from the feed, not typed in. Two things the feed does not carry: the roof's actual replacement year and the property's FEMA flood zone. We will not estimate either. Roof year comes from permit records, and flood zone comes from the FEMA Map Service Center lookup for that exact address, we pull both for any home you are serious about.

Taxes and residency logistics in Florida

Florida state individual income tax

None. Florida is constitutionally barred from levying a tax on individual income.

Homestead exemption & assessment cap

Florida homestead property qualifies for a homestead exemption, and assessed value on homesteaded property is capped by the Save Our Homes limit; accrued benefit may be portable to a new Florida homestead. You file with the county property appraiser.

Your local tax layer is real, it is just addressed to your municipality rather than to a city

Let us clear up something we hear constantly on this route: western Pennsylvania households often believe local earned-income tax is a Philadelphia phenomenon. It is not. Pittsburgh residents pay a city share and a school district share on earned income, and every suburban municipality in Allegheny County levies its own combination too, adopted locally and published against your address through the state's PSD code tables. So the honest version of your exit is two layers of tax on earned income, both of which Florida lacks, not one.

What genuinely distinguishes your situation from a Philadelphia household's is where the layer attaches. A Philadelphia Wage Tax follows city residency and reaches earned income wherever the work is performed. Yours is keyed to the municipality and school district you live in, which means two colleagues with identical salaries in Mt. Lebanon and Ross Township are running different arithmetic on this move, and neither can use a "Pittsburgh number." It also means the exit is cleaner in one specific way: a residence-keyed tax ends when the residence does, whereas a city wage tax can still reach work performed in the city. Look up your actual combined rate before you set a budget, and if you are keeping Pennsylvania-based employment, have your payroll department confirm what withholding survives the move.

From the steepest housing stock in the East to a market with no grade to work with

Pittsburgh houses sit on hillsides, and that single fact organizes everything you know. Integral or tuck-under garages cut into a slope. Retaining walls you have inspected, repaired, or worried about. Stone or block foundations with a full basement doing real work, mechanicals, laundry, storage, the freezer. Water managed by gravity, because on a hill the question is only ever where the runoff goes on its way downhill and away from you. Many of you have also carried a hazard policy for a risk that simply does not exist in Florida, tied to historic undermining beneath the property.

Pensacola is flat, and flat is not the easy version of that problem, it is a different problem. Water does not run away from a house here; it stands, and where it stands is decided by grading, gutters, and drainage you can only assess in the wet season or by reading it carefully in the dry one. Slab-on-grade construction means there is no basement to inspect and no basement to store anything in, so all the volume your Pittsburgh lower level absorbed has to come from above-grade square footage, and it also means supply plumbing runs under concrete, where a failure is a very different repair than one on an accessible basement ceiling. The retaining-wall expertise you have does not convert into anything. What replaces it is the FEMA flood zone with an elevation certificate where relevant, because on flat coastal ground the water question is answered by elevation against a base flood elevation rather than by slope.

One instinct to bring with you unchanged: your assumption that a house has a mechanical story worth understanding. Pittsburgh owners know their furnace, their drainage, and their foundation because the climate punishes ignorance. Same discipline applies here, redirected, the air conditioner is the system that keeps the house intact rather than merely comfortable, because it pulls humidity out as much as heat, and the roof carries more weight in an insurance quote here than any other single feature of the building.

A long holding period changes which numbers matter: the Save Our Homes assessment cap does more for you than appreciation does, what a policy covers while the house sits empty for months becomes a real question, and single-story and step-free turn out to be two different searches. That page works through all of it. Everything here about taxes, insurance, and live inventory still applies.
